TFW Program for Skilled Occupations

When employers wish to hire temporary foreign workers in high-skill occupations (managerial, professional, technical/trades – National Occupational Codes (NOC) Skill levels O, A or B), HRSDC will review applications using the guidelines according to the regulations of the Immigration Act.

In the majority of cases, there are four steps involved in hiring a high-skilled temporary foreign worker from outside Canada.  The need to complete each step will depend on the specifics of the job offer and the foreign worker’s country of citizenship and last permanent residence.  

The four steps are:

  1. Determine if you require a Labour Market Opinion (LMO)
  2. Apply for an LMO from Service Canada (if required)
  3. Advise the foreign worker(s) to complete the work permit application, which is then processed by Citizenship and Immigration Canada (if applicable)
  4. A Border Services Officer at a port of entry issues the work permit.
