David Enriquez

As Director, Workforce Strategies, David oversees, monitors and manages a range of high-profile, multi-partner projects, from project planning to implementation. David is also responsible for building and managing partner and client relationships and working with them to develop and deploy data resources, workforce programming, solutions and provincial strategy.

Prior to joining OTEC, David held various leadership roles with high profile organizations in the non-for-profit sector, leading capacity building strategies in Canada and sub-Saharan Africa as Director of Global Tourism Operations at Me to We and Director of Fellowship Programs at Engineers Without Borders Canada, working with delivery partners in Canada, Uganda, Kenya, Ghana and Ivory Coast. David brings extensive international workforce development experience to OTEC having served as Economic Development Specialist and Policy Advisor for the U.S. Department of State based in Mexico City where he worked on the execution of the Sustainable Development Goals (SDG) Agenda 2030 focusing on labour affairs, vocational/technical education and sustainable tourism development. He has also worked in the hospitality industry as Sales Manager at Four Seasons Hotels and Resorts in Qatar and has held roles in operations at Accor Hotels/Fairmont in France and Singapore.

David holds a Master (ALM) in Sustainable Development from Harvard University and a second Master of Science in Economic Development and Tourism Management from Boston University. He completed his Bachelor of Science degree in International Hospitality Management at the École Hôtelière de Lausanne (EHL) in Switzerland.
